I played this back in the 90’s. Not at release, but when it circulated through the abandonware scene. It’s still the best all-around spy game IMHO. As Sid Meier notes, it’s really like two games: One is a thriller mystery with procedurally-generated plotlines with minigames to play to help you gain information, the other is a spy-themed dungeon crawl in which you break into and navigate procedurally-generated offices and get into shootouts to gain clues and capture bad guys. And the game biases very strongly towards making you play that dungeon crawler, because it’s the most efficient way – in terms of in-game time – to gain evidence, and it’s absolutely necessary to play it for some tasks, but you can easily sink 15-20 minutes of real time into one break-in. It’s a serious pacing issue.
